What is difference between record and consent?

I recently met a startup that was providing consent management services and when I asked about mechnaism to collect consent then realized that, they rae doing record keeping. I asked them legal aspects and responsibilities of Consent manager and they went blank. Now, I am on mission to figure out - how do we demarcate line between record keeping and consent management.
